The Medicaid Innovation Accelerator Program (IAP) is a new technical assistance program launched by CMS to directly support states in their efforts to transform Medicaid service delivery and payment. The IAP also enhances CMS' wide ranging efforts to improve health and health care by supporting system-wide payment and delivery system reform innovation. The IAP staff will work in collaboration with other experts across CMS and closely with states.
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and Children's Health Insurance Program (CHIP) Services (CMCS), in Woodlawn MD. _Functional Title: Social Science Research Analyst (Financial Modeling)_
Working in CMCS, you will serve as a Social Science Research Analyst providing complex technical and analytic capabilities within CMS to facilitate State acceleration of service delivery and payment innovation in Medicaid, and thereby improve health, improve care, and reduce costs in these programs, and more generally across all payers.
Specifically you will:
Apply complex analytic capabilities to Medicaid program reforms in at least one of the following functional areas: service delivery and financial modeling, risk adjustment, quality measurement development and refinement, and rapid cycle continuous improvement and evaluation.
Provide expert consultation to state and other stakeholders such as providers and health plan, on the application of these capabilities to their specific delivery and payment innovation efforts.
Provide technical direction and leadership to a highly technical professional staff.
Develop innovate research strategy techniques and implement complex data collection and analytical efforts.
Validate accuracy and consistency of program data across various platforms that are applied to or generated from their work.
Analyze Medicaid program policy and/or operational documents and related data, and public, academic, and research reports, and apply this information to analytic design studies and to inform interpretation of findings.
Plan, direct, and coordinate projects which will provide useful knowledge and data in the CMS effort to develop the most appropriate response to the programs of health care delivery and financing, and the most economical and efficient methods of administering the Medicaid program.
Represent CMS as a technical consultant on inter-agency and inter-HHS departmental technical work groups and serve in a decision making position representing CMS on large scale and long range importance to CMS.

Qualification Requirement:
In order to qualify at the GS-14 you must meet the following: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 grade level in the Federal Government that must include: (1) Experience applying a wide range of social science principles, including econometric science to the planning, development, or implementation of a major analytic project to advance the economy, efficiency, and/or quality of healthcare programs; AND (2) Experience planning and executing analytic projects that apply socio-economic theory to the estimation and projection of health care expenditures and /or financial risk.
Basic Requirement:
In addition to meeting the Qualification Requirements, all candidates must have one of the following basic requirements:
A. Have a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position (TRANSCRIPTS REQUIRED).
B. Have a combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (TRANSCRIPTS REQUIRED).
C. Have four years of appropriate experience that demonstrates the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
