Contract Administrator 4

Northrop Grumman Technology Services is seeking a Contracts Administrator 4 to join its team of diverse individuals. The qualified applicant will support the Federal contracts in the Healthcare Systems Management (HSM) Operating Unit. This position will be located in the Lord Baltimore office (Woodlawn, MD).
Roles and responsibilities include, but are not limited to:
Administer, extend, negotiate and close out standard and nonstandard Federal Government prime contracts and other agreements.
Advising management of contractual rights and obligations, compiling and analyzing data, and maintaining historical information. Respond to data calls.
Negotiate and administer other agreements including Non-Disclosure Agreements and Teaming Agreements.
Conduct proposal preparation including examination of RFP solicitation requirements and estimates, analyzing terms and conditions to evaluate risks to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specificaions, and proposal submission.
Daily interaction with customers and internal business partners
Maintain a positive attitude, be ateam player that works well in a collaborative environment, and timely execution of assigned tasks.
Basic Qualifications:
To be considered for this position, you must minimally meet the qualifications and abilities listed below:
Bachelor's degree and 10 years of related experience OR 8 years of experience with a Master's degree.
Fluency with the FAR, strong knowledge of pre and post-award Federal government contracting best practices, techniques, and standards.
Experience with various contract types (i.e. CPFF, CPAF, FFP, and T&M).
Experience with various types of agreements, (i.e. IDIQs, Non-Disclosure Agreements and Teaming Agreements).
Demonstrated ability to perform complex contracts administration tasks
Ability to develop solutions to a variety of problems and complexity.
Demonstrated experience advising management and project teams of contractual rights and obligations and provide interpretations of terms and conditions.
MS Office (Word, Excel, PowerPoint and Outlook) knowledge.
Experience creating and delivering presentations to stakeholders and leadership.
Excellent organization and communication skills.
Ability to work under only very general supervision.
Ability to obtain and maintain a Public Trust clearance.
US Citizenship required
Preferred Qualifications:
Experience translating to program staff how the National Defense Authorization Act (NDAA) impacts teaming with all business size standards.
Experience managing FFP and/or CPAF contracts
Detailed understanding of the CFR and/or HHSAR
Experience managing IDIQs and/or BPAs

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
